A police officer in Texas has been suspended after a video was put online of his treatment of agroup of teenagers, many of whom were black. Tom B reports from Washington.
"The video was uploaded on Saturday, and it’s since been shared widely online. It shows a whitepolice officer growing increasingly angry with a group of mainly black teenagers after police werecalled to report of a disturbance of the community swimming pool. The officer confronts a 14-year-old girl wearing a bikini and appears to use his knees to pin her face down. He later pointshis gun at other teenagers. The force has placed the officer on administrative leave and isinvestigating what happened while the local mayor has said the incident has left him disturbedand concerned.
Primary results from the elections in Mexico suggest President Enrique Pena Nieto and hisInstitutional Revolutionary Party will keep control of Congress after mid-term elections. Theparty won almost 30% of the vote, despite anger at a series of political scandals and continuinglevels of violence in the country.

The Afghan army says at least ten members of the Taliban have been beheaded by rivalmilitants from the Islamic State group in the east of the country. The beheadings followedweeks of fierce fightings between the two groups. Mark Lobell reports from Kabul.
“The revelations emerged in a secret memo from the Afghan army’s 201th Col mistakenly sentto the media on Wednesday. The document says that a Taliban attack on a government-heldarea in the remote action district close to the border with Pakistan was repelled by the army.Then ten fleeing insurgents were captured by Islamic State militants and beheaded. This is thefirst known beheadings of Taliban members by Islamic State linked fighters who have reportedlybeen trying to recruit soldiers from the Taliban.”
South African police have launched a preliminary investigation into allegations that the country’sfootball association paid a ＄10 million bribe to FIFA officials to host the 2010 World Cup. Theclaim emerged as part of a corruption scandal that engulfed FIFA. South Africa’s FinanceMinister Nhlanhla Nene said he had seen no indication of financial wrong doing.
“We were very vigorous and then all the available information that we save before thoseinstructions were intensely interrogated and I can attest that none of such evidence eversurfaced in those meetings.”

Seven new species of colorful tiny frogs have been discovered in a rainforest near the Atlanticcoast of southern Brazil. Each one has been found on the upper reaches of a separatemountain where the cool cloud forests have a unique climate. All the frogs are less than onecentimeter long and many have poisonous skin to help them avoid becoming meals forpredators.

A 40-page dossier has been released by the US Justice Department, in which the former FIFAofficial Chuck Blazer gives a detailed account of the corruption he says was at the heart ofworld football's governing body. He admits ten charges of racketeering, money laundering andcount of tax evasion. More from Tom B in Washington.
"Chuck Blazer admitted to an astonishing abuse of his position over two decades. He admittedtaking secret payments related to the awarding of the 2010 World Cup to South Africa andarranging bribes in connection with the 1998 World Cup. His guilty plea was part of a deal thatsaw him turn FBI informant, and the investigation may have some way to go yet. It is widelyreported in the US the inquiry will now examine the awarding decisions to host the 2018 and2022 World Cups in Russia and in Qatar."
More than 500 schools in South Korea have been closed as part of efforts to contain theoutbreak of Middle East Respiratory Syndrome, or MERS. Only 14 people, including the ship's captain, are so far known to have survived.
Cambodia has received the first group of asylum seekers from Australia under a controversialdeal between the two countries. Calls are growing for major reforms in the world football body, FIFA, after its head Sepp Blatterannounced he was stepping down. The chairman of Australia's Football Federation, FrankLowy, said his departure should open the door to major changes of FIFA. Reports from the USmedia say Mr Blatter is being investigated by the FBI as part of an inquiry into allegedcorruption of FIFA. He denied any wrongdoing. Richard K reports.
"The US Department of Justice, the US Attorney General made it clear that this was only thebeginning of their investigations into FIFA. What we'll see, I think that perhaps in the days tocome and the weeks to come, is how closely Sepp Blatter is implicated in this. But he seemsconfident that he can carry on at least until the end of this year or into early 2016, and havean orderly transition of power. That's what he wants to do now. He wants to try and salvagewhatever is left of his reputation and try to leave FIFA, in his words, having been radicallyreformed.

The Truth and Reconciliation Commission in Canada has described as "cultural genocide" of aformer policy requiring aboriginal children to attend residential Christian schools. The chair ofthe Commission, Justice Murray Sinclair, spoke while delivering the final reports.
"In the period from Confederation until the decision to close residential schools was taken inthis country in 1969, Canada clearly participated in a period of cultural genocide. We heard ofthe facts of over 100 years of mistreatment, of more than 150,000 first nations Inuit and Metischildren placed in these schools. Removed from their families and home communities, sevengenerations of aboriginal children were denied their identity.

The Bangladeshi writer, Taslima Nasreen, has said that she's left her home in India to move tothe United States after receiving death threats from the Islamic militants who've murderedsecular bloggers in her home country. A Russian defense company says its analysis of shrapnel damage to a Malaysian passengerplane shot down over Ukraine last year shows it was probably hit by an anti-aircraft missilesystem that the firm used to produce. The company Almaz-Antey says its older version of theM-1 missile was no longer in service with the Russian military, but is in Ukrainian arsenals.Sarah Rainsford is in Moscow.
The question is who was responsible for firing the missile. That’s always been the question,and this defense company which is called Almaz-Antey, they have said that they can’tspeculated on that. But what we can say is that this does appear that the Russian position isnow coming down firmly on the side of the fact that the airliner was bought down by a Buk anti-aircraft missile system. Instead, they said it was Julio Grondona, their then Finance Committeechief who died last year who signed it off.
The South African government has been granted a leave to appeal against a court ruling thatgave a terminal ill man the right die to with the help of his doctor. It's the second relief helicopter to crash in Nepal since the country experienced adevastating earthquake in April.
The Greek Prime Minister Alexis Tsipras says he submitted a fresh reform plan to tackle hiscountry's debt crisis during a meeting of its international creditors. His government has beentrying to renegotiate the conditions of the bailout since taking office earlier this year. Here's oureconomic correspondent Andrew Walker.
Mr Tsipras described the new proposal as "realistic" and "comprehensive" though the detailshave not been made public. He said the decision on whether to accept it rest with theleadership of Europe. Greece is due to repay theIMF 300 million euros on Friday from an earlier loan and they are concerned that it might beunable to do so. Artifacts from a 200-year-old shipwrecked slave boat are going on display at a museum inCape Town. The Portuguese ship the Sao Jose-Paquete de Africa sank off the Cape of GoodHope in 1794. The objects which include shackles and iron bars are being shown at the Izikomuseum. They were recovered by divers from South Africa and the United States.

The former commander of US forces in Iraq, the retired General David Petraeus has talked ofthe need for changes to American strategy as it confronts Islamic State militants in Iraq. Hesaid Washington had to augment its activities on both military and political fronts as it workswith the Iraqi government. General Petreaus was speaking to Johnnason Marcus.
"General David Petreaus described the so-called Islamic States as 'a formidable enemy'. It'sreally a conventional army, he told me, with insurgent and terrorist elements as well. Previous smoking bans in Beijinghave not worked because of too many loopholes and poor enforcement. And a survey foundmost people think this one will be just as ineffective.

Researchers in Britain say trials in Africa have shown that a mobile phone can provide the sametests as an optician's clinic. The team from the London School of Hygiene and Tropical Medicinehave modified a smartphone to carry out eye tests. Police in Ecuador have seized around two hundred thousand sharks fins, which were about tobe illegally exported to Asia. The fins, often used to make soup, where discovered after raids onnine locations in the port city of Manta. Six people, including a Chinese national, have beenarrested on charges of damaging wildlife. The Interior Minister said at least fifty thousandsharks had been killed by the traffickers.

Jack Warner, the former Vice President of football's world governing body, FIFA, is spending thenight in jail in Trinidad and Tobago, after being indicted by the United States for allegedcorruption. U.S. prosecutors accused Mr. Warner of being involved in the alleged payment bySouth African football officials of more than ten million dollars in bribes in return for South Africabeing chosen to host the 2010 World Cup. Mr. Warner said he was innocent.
“When I was at FIFA, I conducted myself consistent with all international sports practices. Atno point in time I did any activity in FIFA that were contrary to the bill.” The South AfricanFootball Association has also denied any wrongdoing.
The FIFA President, Sepp Blatter, is due to make his first public appearance since Wednesday'sindictments of fourteen current and former FIFA officials. Mr. Blatter had earlier issued astatement, promising to throw corrupt officials out of the game. U.S. prosecutors haveaccused them of racketeering, fraud and money laundering, involving tens of millions of dollarsover twenty-four years. The prosecutors said that they would not be drawn on whether Mr.Blatter would be charged or arrested. The U.S. is also calling for the extradition of seven topFIFA officials arrested by Swiss police in Zurich.
Federal police in the Brazilian city of Rio de Janeiro have raided the officers of a marketingcompany as part of the ongoing investigation into corruption in FIFA. From there, Wyre Daviesreports.
Television pictures showed three carloads of federal police agents entering the Rio de Janeirooffices of Klefer Sports Marketing. The agents left several hours later with files, computers andeven the personal phones of company executives. According to one of Klefer's directors, theraid was carried out after a direct request from the FBI in the United States. Klefer is believedto have links with the bigger marketing company, Traffic. It's suspected of widespreadirregularities in the awarding of lucrative contracts for various FIFA-sanctioned football events inBrazil and the Americas.
Defence officials in the United States say that the military has mistakenly sent samples of liveanthrax to research laboratories in America as well as the one in South Korea. Steve Evans hasthis story.
Anthrax is lethal when inhaled or ingested. It's a primary potential weapons in germwarfare. According to the Pentagon, a military laboratory in Utah sent batches to nine otherlabs in the U.S. and one in South Korea, under the false impression the bacteria wereharmless and only for training. When the dangerous truth was realised, labs and bases werecordoned off. The military in Korea said twenty-two at the Osan Air Base may have beenexposed to the anthrax, but none had shown symptoms of illness.

Bulgaria ,Greece and Turkey have agreed to establish a joint center for border police andcustoms control as a part of the effort to tackle common challenges like illegal immigration.Bulgaria Interior Minister Rumyana Bachvarova said the agreement guaranteed closecorporation between the three countries.
“We reached the conclusion that despite the obvious differences in economic developmentand geographical characteristics, all three countries face the same challenges, which aremigration, organized crime and terrorism.
